Luna's actions can not be excused(even then, I doubt she would have let Equestria freeze to death, she had plans to allow live to continue), but Celestia bears the weight of her inactions leading to this point. Both of them are equally to blame. Neither should sit on the throne, it should be given to the unicorn Twilight Sparkle.
